Scope of work

The Benjamin William Mkapa Foundation (BMF) is a Trust registered in Tanzania in April 2006. It is a local technical hub and thought leader in advancing health systems initiatives for better health outcomes. BMF’s work has reached more than 90% coverage of the country i.e. both in Tanzania Mainland and Zanzibar. The primary objective being to supplement and complement the development efforts of the Government of Tanzania.

The foundation is prominent on enhancing health services delivery and systems strengthening with a niche on Human Resources for Health (HRH), health infrastructure development, quality improvement, enhancing responsive community systems, policy and advocacy related activities, as well as institutional development. KEY achievements over the 8 years of COMPASS
  • Increased supply of HRH through Government employment from 1,000 employment permits in 2020 to 27,061 (cumulatively in 2022, 2023 & 2024), ultimately contributing to the decrease by 11.8 % of the identified 229,245 (66%) HRH gap.
  • Launch of the National Health Workforce Volunteerism Guideline (NHWVG) in 2021.
  • Utilization and Scale Up of NHWVG, where 1,318 health volunteers by 2023 at Regional Referral Hospitals in 21 regions.
  • Government engagement with donors to prioritise allocation of 5% of service delivery budgets to support human resources issues for FY 2023/2024.
  • HRH made a Health Sector Priority FY 2023/2024, adopting several recommendations from the National HRH Accelerated Plan.
  • Endorsement of Key Resolutions by both the Minister of Health and the President of URT from the HRH Conference held in July 2024. These key resolutions included the investment in capacity building for HCWs and the transitioning of project-supported HCWs to the Government of Tanzania employment system, while partners also prioritize HRH needs in their areas of support.
