Scope of work : Differentiated Service Delivery, Advocacy, Research, Edutainment, Youth Engagement and Mentorship

Geographical area : Tanzania Mainland, with a focus on Urban and Rural  areas.

Year 5 – DARE’s  STAY ENGAGED Campaign for Year 5 focused on identifying and addressing key barriers to accessing HIV, SRH and COVID-19 services for AGYW by ensuring they are meaningfully engaged in the leadership, policy and decision making towards creating workable solutions and improved uptake of services.

  • NACP’s commitment to support CAB-LA and DVR adoption as additional prevention tools, as long as they are prequalified by WHO ( During COP22)
  • The Ministry of Health agreed to increase PrEP targets to 103,000 for COP22 implementation year as proposed by CSOs priorities via COP22 SAUTI YETU.
  • During PEPFAR COP22 processes, one of the achievements was PEPFAR’s commitment to expand PrEP services in all DREAMS Operational Units (OUs) as part of the comprehensive package for AGYW’s hiv prevention.
  • PEPFAR’s commitment to expand the DREAMS program to three more councils  in Tanzania summing up to 14 councils coverage out of 169 councils (18 of which being supported by GF) in COP22.

Year 6 –  DARE’s STAY ENGAGED campaign for year-six focused on ensuring AGYW are directly and meaningfully engaged in leadership, policy and decision-making processes towards providing workable solutions to improve availability and uptake of HIV and SRH services while expanding choices.

  • Increased AGYW visibility in Government TWGs and PEPFAR.
  • TACAIDS has developed their first draft of youth engagement and participation in HIV response, that will guide youth and youth stakeholders on how to meaningfully engage them in HIV response.
  • PEPFAR hosted Youth listening sessions before COP23.
  • Revision of AYAS ToRs to include more youth and youth led organizations representatives.
  • MOH’s Commitment to include DVR and CAB-LA in the PrEP implementation Guideline.
  • Expansion of DREAMS to Enabling DREAMS (32 new councils)

Year 7 – DARE’s STAY ENGAGED campaign for year 7 we focused on actively involving AGYW in decision-making, advocacy, policy and program development within Tanzania’s HIV response.

  • A significant achievement has been the increased representation of adolescent girls and young women (AGYW) in the PEPFAR COP23 midterm review planning. Two additional young women representatives have been added to the Civil Society Organization (CSO) team, bringing the total to five AGYW, which strengthens their voice and influence in the planning process.
  • The implementation of the first ever PEPFAR YOUTH CONGRESS 2024 marks a huge milestone in our advocacy to demand for an AGYW-Forum, while the naming and participation might be different and inclusive of all AYP, PEPFAR Tanzania has led way to getting youth voices at the forefront of HIV response.
  •  The DREAMS CORE initiative has finally been expanded to what is now called “Enabling DREAMS” extended to 32 none DREAMS and implementation has begun since October 2023.
  • CAB-LA has officially been approved in Tanzania, April 2024. This win happened after several engagements and advocacy done by CSOs including DARE.
