COMPASS campaigns focus on program design and financing, access, impacted communities, sustainability and protecting global gains.

  • Improved development, adoption, implementation and evaluation of health laws, policies and approaches supportive of comprehensive, person-centered HIV responses that address barriers to equitable access and meet the needs of those at high risk of HIV infection and those living with HIV, including key populations, adolescents and young people, and other vulnerable populations.
  • Increased allocation and efficient utilization of human, financial and technical resources from national governments, Official Development Assistance (ODA), and the private sector to programs and partners on the front lines of the HIV response.
  • Improved country, regional and global pandemic responses to protect global HIV/AIDS gains and improve global health equity, security, governance and multi-sector collaboration.
  • A sustained and evolved North-South coalition to set the standard for transnational coalition-based, Africa-led activism.

Coalitions made up of expert national CSOs actively working on HIV, TB, SRHR and health security from various sectors of HIV and health (KP, people living with HIV, AGYW or youth broadly, women’s rights, networks). COMPASS coalitions also incorporate partner organizations and stakeholders who are engaged from time to time during COMPASS and other advocacy activities. Decisions are made during coalition member meetings on advocacy campaigns (emerging and ongoing), strategies and approaches, and who leads project implementation.

Global Partners are Civil Society Organizations that are not based in any one of the current three COMPASS countries (Malawi, Tanzania, and Zimbabwe). Global Partners provide technical support to COMPASS country partner campaigns in key strategic areas. Global Partner technical support is responsive to needs and priorities of country partners and country coalitions. Global Partners may undertake advocacy work to influence policy or funding decisions at the global level.

The program support team (PST) is the technical support hub of COMPASS, made up of seasoned African advocates. The work of the program support team is to advise on strategy and tactics to support the success of country, regional and global advocacy campaigns, through review and continuous feedback on partner strategic action plans and campaigns. The PST responds to technical support requests from partners, connects partners working on similar campaigns across the coalition, facilitates specialized technical assistance (TA) between COMPASS partners, and advises the Governance Committee on strategic priorities. They also proactively identify strategic advocacy opportunities for COMPASS partners.

Country Coordinators

Country coordinators are recruited to lead COMPASS activities implementation in the country. The Country Coordinators work hand in hand with the Country Coalition leadership to oversee all the implementation, monitoring and evaluation of activities in their country. The coordinators help in resource mobilization and capacity building of the Country Coalition. The coordinators act as a link between Country Coalitions, Program Support Team, the Secretariat, and Governance Committee.

MERL Hub

Monitoring, Evaluation, Results and Learning (MERL) is the bedrock of COMPASS campaign strategy and operations. The MERL Hub leads COMPASS-wide monitoring and evaluation and cross-coalition learning; supports data collection, analysis and COMPASS reporting and case study development. The MERL approach is focused on sustainability and continuous improvement. MERL works closely alongside the program support team and secretariat to document and evaluate COMPASS advocacy campaigns. MERL provides ongoing support to country partners to assess and document advocacy outcomes.

Secretariat

Pangaea Zimbabwe is the current secretariate for COMPASS Africa. The role of the secretariate is to be the link between the coalition and funders, manage fiduciary sub-granting, and strengthen partners’ financial and institutional capacity for sustainability. Pangaea also works to ensure clear, inclusive communication across partners, country coalitions, and regional and global networks to support collaboration and alignment. The secretariate works to safeguard COMPASS’s vision, partner cohesion, and effective governance while strengthening country coalitions in Zimbabwe, Malawi, and Tanzania. Pangaea also provides strategic program and MERL support to the coalition as part of its overall mandate.
